Assam Chief Minister Himanta Biswa Sarma on Friday announced a series of key decisions aimed at boosting the state’s agriculture, education, and investment sectors. Among the major highlights is the approval for setting up an Amul dairy processing plant, launching a food grain subsidy scheme, and enhancing remuneration for ICT teachers.
Taking to social media platform X, the Chief Minister said, “In today’s #AssamCabinet meeting, we resolved to: allow AMUL to establish a dairy plant with 1 lakh litres/day capacity; introduce a foodgrain subsidy from October 2025; increase remuneration for ICT teachers; and extend benefits under the Industrial and Investment Policy of Assam (IIPA) to two investors.”
The proposed dairy plant, which will come up at the Institute of Farm Management Campus in Rani, has been allotted at least 20 bighas of land. The state-of-the-art facility, expected to cost around ₹75 crore—with the possibility of rising to ₹150 crore—will benefit approximately 20,000 dairy farmers. This initiative is part of an MoU signed during the Advantage Assam 2.0 summit.
As part of the food subsidy initiative, subsidised lentils (masur dal at ₹69/kg), sugar (₹38/kg), and salt (₹10/kg) will be distributed to National Food Security Act (NFSA) beneficiaries starting October 2025 in selected districts. The scheme will be expanded to cover all districts by November 2025. Each item will be provided in separate packets, giving beneficiaries the option to purchase according to their needs.
To attract private investment and generate employment, the Cabinet has approved two proposals under the state’s industrial policy. These projects are expected to create around 1,000 job opportunities.
In a significant move for educators, the Cabinet has also approved an increase in the monthly honorarium for 1,313 part-time ICT instructors working under the Dr. Banikanta Kakati Computer Literacy Programme. Starting October, their monthly remuneration will be raised to ₹20,000. Additionally, their service tenure will be extended up to 60 years of age.
These instructors will also now be eligible for several welfare schemes, including the Mukhya Mantri Lok Seva Aarogya Yojana, and home and vehicle schemes such as Apun Ghar and Apun Bahan.
