The West Indian Sugar Mills Association (WISMA) has urged Oil Marketing Companies (OMCs) to extend the timeline for supplying the balance quantities of ethanol for the Ethanol Supply Year (ESY) 2024–25 until November 30, 2025 for Maharashtra sugar mills and distilleries.
In a letter to Bharat Petroleum Corporation Limited (BPCL), WISMA Executive Director Ajit Chougule stated that due to extended rainfall and a prolonged monsoon season in Maharashtra, sugar mills were unable to supply the full contracted quantity within the stipulated timeline.
“The Minister’s Committee, headed by the Chief Minister of Maharashtra, in its meeting held on September 30, 2025, at Mantralaya, Mumbai, granted permission to commence the state’s 2025–26 sugarcane crushing season from November 1, 2025. Due to this and extended rainfall nowadays, till November Mid 2025 as per weather bureau predictions, you are kindly requested to extend balance quantities Ethanol supply timeline of ESY – 2024-25, till 30th November, 2025 and oblige,” the letter further reads.
Recently, the ethanol supply period for ESY 2024–25 has been extended until November 10, 2025, for BPCL, HPCL, and MRPL. In a communication to ethanol producers, the OMC stated that BPCL, HPCL & MRPL shall receive ethanol against balance quantity of ESY24-25 POs till November 10, 2025 (Vendor Invoicing Date). Vendors must ensure that TTs dispatched by November 10, 2025 should report to respective OMC locations latest by November 15, 2025. BPCL, HPCL & MRPL shall not accept any ethanol TT invoiced after November 10, 2025 against ESY24-25 Purchase Orders. BPCL, HPCL & MRPL will also not accept any ethanol TT invoiced against ESY24-25 Purchase Orders reporting at their locations after November 15, 2025.
The communication also outlines the modalities applicable for the upliftment of FCI rice against ESY 2024–25 POs issued for BPCL, HPCL, and MRPL.
According to the communication, FCI shall accept payment from distillers for release of FCI Rice against ESY24-25 POs only till October 27, 2025. Upliftment of FCI Rice against Release Orders issued for ESY24-25 Purchase Orders to be completed by October 31, 2025. No FCI Rice will be issued against Release Orders for ESY24-25 POs beyond October 31, 2025.
“Supplies for the extended period shall be taken as per requirement of individual OMC locations. All dispatches need to be made strictly against Indents issued / accepted in IEMS for the extended period also. OMCs reserve the right to return the TTs dispatched without valid IEMS Indent reported at location, according to the communications. Respective OMCs i.e. BPCL, HPCL & MRPL will allocate/divert the balance quantities to deficit locations as per their requirement which shall be binding on the vendors for supply within the stipulated timelines,” the OMC stated in a communication to ethanol producers.
