All khandsari units with a crushing capacity of 500 TCD (tonnes crushed per day) and above are now required to register themselves on the National Single Window System (NSWS) portal, following their inclusion under the ambit of the Sugar Control Order, 2025. This move aligns them with sugar mills, which are already mandated to register on the platform.
In a communication issued to all khandsari units, the Department of Food and Public Distribution stated: “Directorate of sugar is having an integrated portal on National Single Window System (NSWS), where all the sugar mills have already registered. Similarly, in accordance with Para 12 of Sugar Control order, 2025, all the Khandsari units with capacity of 500 TCD and above are required to register themselves on NSWS portal. The registration link for the Khandsari units is now active on the NSWS portal.”
State Cane Commissioners, Sugar Commissioners, and Directors of Sugar have also been requested to ensure that all eligible khandsari units complete the registration process.
As per Clause 2 (d) of the Sugar Control Order 2025, “khandsari factory” means any premises including the precincts thereof wherein twenty or more workers are working or were working and in any part of which any manufacturing process connected with the production of khandsari sugar by means of open pan process is being carried on or is ordinarily carried on with the aid of mechanical power and having crushing capacity not less than five hundred tones crushed per day.
Registration process for Khandsari units on NSWS portal
To register a khandsari unit on the NSWS portal, follow these steps:
1. Visit the NSWS website: Go to https://www.nsws.gov.in/
2. Create an account: Under the “Login” head, click on “Business User Login” and
create an account using your email ID.
3. Access Central Approval: After creating your account, navigate to the “Central Approval” section.
4. Search for Khandsari Unit Registration: In the Central Approval section, search for “Registration of Khandsari Units”.
5. Proceed with Registration form.
