In a notification issued on November 28, the Food Ministry allocated a monthly sugar quota of 22 lakh metric tonnes (LMT) for December 2025 to 581 mills, which is equal to the quota allocated for December 2024.
In November 2025, the government had allocated a monthly sugar quota of 20 LMT for domestic sale.
The overall quota for the 2023–24 season (October 2023 to September 2024) was 291.50 LMT, whereas for the 2024–25 season (October 2024 to September 2025), the sugar quota stood at 275.50 LMT.
According to market experts, with the announcement of the 22 LMT sugar quota for December 2025, the domestic market is expected to trade sideways to negative. The market is estimated to be oversupplied due to the full-fledged start of the crushing season.

According to the notification, the process of integrating the ERP/SAP systems of sugar mills with the NSWS portal through APIs is underway and the same is required to be completed by 10th December 2025. All sugar mills are hereby directed to ensure development their API modules and integrate with NSWS portal in a time bound manner and submit the monthly P-II for November-2025 through API by 10th December, 2025. Non-complaint sugar mills may not be allocated any release quota from next month.
All sugar mills have been directed to ensure the compliance of mandatory packaging of 20% of sugar in jute bags under Jute Packaging Material (Compulsory Use in Packing Commodities) Act, 1987 and submit the information thereof in P-Il proforma on NSWS portal.
Any violation of this order would attract the penal provisions under the Essential Commodities Act, 1955, as amended from time to time, according to the DFPD.
