State-wise monthly sugar quota for sale in November 2025

In a notification issued on October 31, the Food Ministry allocated a monthly sugar quota of 20 lakh metric tonnes (LMT) for November 2025 to 581 mills, which is lower than the quota allocated for November 2024.

The Food Ministry allocated a monthly sugar quota of 22 LMT for November 2024. In October 2025, the sugar quota released was 24 LMT, 4 LMT higher than this month.

Commenting on the November sugar release, Uppal Shah, Co-Founder and CEO, JK India eAgriTech Ltd. said that the release seems to be in sync with the fact that most of the festivals have concluding in October, and November seems to be a fairly usual month, with no big demand for sugar expected.

“Most of the sugar producing States would have started crushing operations or will start it soon, so the fresh sugar is expected to be produced and added to the sugar availability soon. The Government is closely monitoring the situation, and I am sure there is enough availability of sugar in the country”.

According to the notification, the process of integrating the ERP/SAP systems of sugar mills with the NSWS portal through APIs is underway and the same is required to be completed by 10th November, 2025. All sugar mills are hereby directed to ensure development their API modules and integrate with NSWS portal in a time bound manner and submit the monthly P-II for October-2025 through API by 10th November, 2025. Non-complaint sugar mills may not be allocated any release quota from next month.

All sugar mills have been directed to ensure the compliance of mandatory packaging of 20% of sugar in jute bags under Jute Packaging Material (Compulsory Use in Packing Commodities) Act, 1987 and submit the information thereof in P-Il proforma on NSWS portal.

Any violation of this order would attract the penal provisions under the Essential Commodities Act, 1955, as amended from time to time, as per DFPD.
