In a step towards digitising regulatory approvals, the Department of Food & Public Distribution (DFPD) has introduced an online system for issuance of the “Taken on Record” order for establishment of new sugar mills through the National Single Window System (NSWS) portal.
According to an official circular dated December 31, 2025, all project proponents are required to submit the application for the same exclusively through the NSWS portal along with relevant information, documents like IEM, Distance Certificate, Bank Guarantee as per time limit mentioned in the Sugarcane (Control) Order, 1966 as amended.
The existing project proponents to whom “Taken on Record” Order is already issued and their IEM is under implementation for establishment of new sugar mill, are also directed to register themselves and again apply on the same application i.e. “Taken on Record” Order for the purpose of on-boarding on the portal. This will help in tracking the time line for implementation of IEM, Validity of IEM and validity of Performance bank guarantee through on-line mode on NSWS Portal.
Further, for effective monitoring of project progress, all proponents with IEMs under implementation will be required to submit periodic progress reports on the NSWS portal, detailing steps taken in compliance with the Sugarcane (Control) Order provisions.
