Government releases second tranche of domestic sugar quota of 8 LMT for November 2023 with extension for first tranche

In a notification issued on November 14, the government has released 8 lakh metric tonnes (LMT) of sugar for the second tranche of November’s domestic sales quota with extension of first tranche to November 30, 2023.

Earlier, in a notification issued on October 23, the government had released the first tranche of the domestic sales quota, amounting to 15 LMT, which was valid till 15th November, 2023. Therefore, the total quota for the month of November now stands at 23 LMT.

The Food Ministry had allocated a 29 LMT monthly sugar quota to sugar mills for October 2023, whereas a 22 LMT monthly sugar quota was released for domestic sale in November 2022.

According to market experts, the sugarcane crushing season is in full swing in the new sugar season of 2023-24 with UP, Maharashtra, Karnataka etc. picking up sugar production operations. It will help to maintain sugar availability in the market. As the festival season of Diwali is almost at the fag-end, the release of the second tranche of 8 LMT of sugar today, might lead to the weakening of sugar prices in the domestic market.

As per notification, “Opening stock as on 01-11-2023 Plus (+) Production during the month of November, 2023 till 30-11-2023 minus (-) Domestic dispatch in the month of November, 2023 till 30-11-2023 not exceeding the quantity as mentioned in column (8) of the table in notification against respective sugar mill.

The group sugar producing companies having more than one sugar producing units may maintain the stock as defined in Para (1) of this notification, either unit-wise or for the group as a whole.

The sugar-mill wise maximum quantity of white/refined sugar for domestic sale and dispatch during the month of November, 2023 (2″ Tranche) as given in column (5) of the notification, has been worked out on the basis of following parameter:

The Stock holding limit for November, 2023 (2™ Tranche) has been has been worked out on the basis of giving 100% weightage to the month end actual stock i.e. as on 31.10.2023 reported on NSWS Portal for the month of October, 2023.

All Sugar mills are informed that all sugar mills have to register and fill online P-1l on National Single Window System (NSWS) portal (https://www.nsws.gov.in). If the sugar mill does not fill online information on NSWS portal for the month of November, 2023 by 12″ December, 2023, domestic quota for January 2024 will not be released to the mills. All the sugar mills/distilleries are informed that information relating to ethanol production from B-Heavy, Sugar Syrup, Sugarcane Juice shall also be filled on NSVS portal in the P-II form itself.

The timelines for sale of 15 LMT of sugar permitted vide this Directorate’s Order No. 5-4/2023-SC dated 23.10.2023, is hereby extended upto 30.11.2023.

Any violation of this order would attract the penal provisions under the Essential Commodities Act, 1955, as amended from time to time.
