The Ministry of Road Transport and Highways (MoRTH) recently notified the Rent-a-Cab (Amendment) Scheme, 2021 as well as the Rent a Motor Cycle (Amendment) Scheme, 2021 with effect from 5th August 2021. The Scheme provides that motor cabs and motor cycles whether battery operated or driven on methanol and ethanol are exempted from the provisions of section 66 of the Act from Rent-a-Cab Scheme, 1989 and Rent a Motor Cycle Scheme, 1997 respectively.
Section 66 of the Motor Vehicles Act, 1988 states the necessity of permits. Officials of state transport departments cannot deny licenses to owners of motor cabs or motor cycles running on electricity or driven on methanol despite them not having have permits. The notification has come into act for facilitation and enhancement of battery operated vehicles and vehicles driven on methanol and ethanol.
